Paid a Bribe to get Police Verification done for Govt. *******

Police verification of antecedents is mandatory for all freshly appointed persons in Govt. Service in Jammu and Kashmir. My verification case was forwarded by J&K CID department to S. P. District Police Budgam. However, after getting no response from S. P. Office I personally started tracking my verification case. The case files were missing both at S. P. Office as well as Police Station, Budgam level. I had to first pay a bribe of Rs 100 to a clerk in S. P. Office to request CID department to resend my verification case. Then I had to pay another Rs 200 to a constable in Police Station, Budgam to ensure that he gets the verification done and ensure it be sent to concerned quarters so that my job is confirmed. The whole process took 4 months out of which 3 months of delay happened at district level for the reason that I hadn't greased the hands of police officials. In fact, this practice of paying bribes to get verification's processed is so common in Kashmir valley by Police/CID that one can never expect to get the document without paying the mandatory bribe to the powerful police in the state. It however is ironic that a person is introduced to the formal practice of bribes at the very beginning of his/her career in a Govt. *******
