Paid Bribe to go surpass queue of 50 persons

I was standing in queue where one of agents approached and ask for 100 Rs to go ahead of long queue. this queue is to take photograph and immediately issue driving license. This happened because token number display is not working and they are taking persons after taking bribe or known to them. i have to paid because after standing for 1 hour, queue was not moving forward.
