Paid bribe instead of huge illegal fine.

I was driving my car from Indore to Hyderabd and Police were checking all vehicles at one place. They asked me to show Driving License, Car Registration certificate, Insurance and Pollution under control certificates(PUC). I had all the documents but my PUC certificate was an old one, beyond the validity date. One can get a PUC certificate for just Rs.75/- . PUC certificate in India is just a document nothing to do with whether one's vehicle's emissions are under permissible limits. I had seen very old vehicles emitting thick fumes of smoke and were given PUC certificates. Police insisted me to show him orginals of all the documents and I showed them. He took my original documents and tells me to pay exhorbitant fine of Rs.3500/- and when I questioned why such a huge amount, he tells me that their group is doing duty under hot sun and if I can't pay that amount, I had to pay fine at Judiciary court on the subsequent day. I was passing through that place and my destiny is more than 500kms from that place and I had to reach my destiny by the next day's morning. I cannot stay there for a day to pay just the legal fine. I left that place leaving Rs. 1200 (bribe, not fine )with those bad police.
