Paid bribe while registering my flat

I paid Rs. 15000 as bribe to my builder while registering my flat which as per him was paid to the registration authorities. It was mentioned in the break-up letter given by my builder as miscellaneous charges. On inquiry they told that its for bribe and has to be paid in the cash during registration.
