Paid fees wothout receipt

I wanted birth certificate. I went to municipal office and asked for the same. Person there tried to delay giving some non sensible resons. Then after my request he convinced to sign on certificate. Then he asked for application charges Rs 50. ( actual charges are Rs 10.) after giving money I asked for receipt. Man denied it saying receipt book os misplaced somewhere.
