Paid Rs. 200/- to register my complaint to police

Recently I lost my 10th mark sheet and to get duplicate one issued I have to show police complaint copy with form. I went to police station ( Vashundra Ghaziabad) and I asked to log complaint they told me I have to pay 500 Rs. for the same. that matter for very imp to me , I paid Rs. 200 after negotiation . this system is being rotten, and dont blame me had I refused my complaint never got registered.
