Paid Rs.10K to chennai water department for restoring water supply

I live in an apartment where 100 families live in velachery , Chennai . for no reason : metro water supply stopped - we were forced to pay Rs.10000 by chennai water board for restoring metro water supply . chennai metro water have middlemen to collect such bribes . smart isn't it. he dares to tell us that "you cannot say that you will not pay us Rs.10K. you dont have a choice . you have to." . so daring has become the acts of bribery. These guys purposely disconnect water supply - as they have a dealing with the water lorry guys - as they get a commission from them.

but middleclass people like us - what can we do - to avoid such bribe - though we dont want to pay - how do we get our problem fixed without bribing ?! we are helpless.
