PARKING IN NO PARKING ZONE

Today I have parked my scooty in no parking zone and when I went to take my vehicle back they ask for fine of 300 rs i have them and he has checked my driving licence and then they told me collect it challan at evening so when I went at evening they were not giving me challan instead of that they started Checking all my documents and didn't gave me challan recipt and then they have asked for 1000 rs for invalid PUC and then I left without challan recipt and when I came home I have checked that there is 100 rs fine for parking in no parking zone and fine for invalid PUC is 100 rs for first week and then 1000 on 8 day I am not getting this can any one explain me
