Passport a Heck!

• Paid INR 1,000

I am born in June,1989 and so according to weird rule of government , i needed a birth certificate! Though people born in 1988 or before did not!! Was 1989 the year of globalization in India?
For which i paid 3000 rupees as bribe!

Then after applying for Passport i had to pay 1000 rupees for passport verification in Lucknow
