Passsport verification fees(bribe) demanded by Police Inspector

The reason to have Police Verification for passports is to stop criminals from getting passports. But normal people have to pay compulsory FEES to Police station apart from the Passport application fees of 1000 Rupees.
I was made to pay 500 rupees for the Inspector.
Then the constable who took me to the station collected 300 rupees on his part.
