The bribe paid was for registering my property and it was paid to the Subregistrar at the office at Sahakar Nagar opposite to Chariman's club in Bangalore. The bribe payment was handled through the builder and they pay to the Sub registrar. The registration will not happen without paying the bribe and all the residents/owners who purchased the apartment goes through the same process where INR 9500 is taken without recipes by the builder and there is no specific proof which can be produced as they have a well oiled mechanism due to the unholy nexus between Builder and Subregistrar
