Public sewage manual on road - opposite home - had to pay to get it cleaned 2 times in this same month

Respected sir,

There is a public sewage manual on road opposite my home. It got filled and was leaking. Pugnacious smelling,overflowing drainage water and fecal matter on roads could have been a problem to public health. Irrespective of written complaints submitted to office and repeated calls none bothered until money promised on Phone. The issue repeated today again, in same month. However, they refrained to come in first place & after request they finished work and sat DEMANDING money for second time.
