Registering my mother's agricultural land.

I have been trying to get my mother's share of ancestral agricultural land. Since we don't have any agricultural land at present, the registrar's office demanded a bribe of 10000.00 first and then demanded another 11000.00 to get the land registered and I haven't received the documents till date.
