Schooleducation.kar,nic.in new school permission never worked

when i tried to upload the application the system never accepted, but when i paid a bribe to an officer he entered some commisioner code to which the system accepted.
i tried contacting the officials via email but they asked me to try without single or double quotes which i was not using at all
by the way i am a software engineer and understand server side coding etc
