The Passport office entrance is by a computerised token system, but this requires you to queue up for at least 2-4 hours to get one, then you have to wait your turn inside, which means another 2-4 hour wait before your issue is addressed. The police constable is more than willing to pocket Rs 200 to ease up this process upon being approached, and you then suddenly end up directly in front of the concerned person who addresses the issue!
