Till now i din't get my OBC certificate even after bribe

I had requirement to make my OBC certificate for study purpose, my father paid a bribe of Rs 1500 for it,though we r under the OBC class as per governement rule.They want some more money and we were unable to arrange that. Finally they refuse and till now i din't get my OBC certificate...differences not made by our constitution its made by corruption and politics.
