Traffic Police refused to write me a challan and collect the fine and threatened me sending to the court and collected Rs. 500 for jumping the traffic signal

I jumped the traffic signal at Rukmini ********** Public School at Pitmapura North Delhi as I was crossing the traffic signal behind an SUV and could not sight the signal turn red. Any ways I told the traffic cop this and asked him to write me a challan for the fine and I am ready to pay.
He insisted to send me to the court to pay the fine and I requested him to collect it there for which he bluntly refused though I am a Delhi Govt. Utility Employee.
As I was getting late to work I had to pay him Rs. 500
