Transfer of title from old owner to new owner (ME)

I was been asked for 500 bucks to transfer the title. Even though I paid all pending House Tax amounting to Rs 2000.
The process is, once all dues are paid off, they have to transfer the name from old to new owner without any cost. All you need to do is provide them the receipt of payment.
