Was forced to bribe for 'smooth' transaction

I had to bribe officials at registration office during my property registration. I inquired a lot of friends and relatives before paying the bribe whether I could avoid it. Everyone recommended not to! Nobody had any answer to what happens if I don't pay the bribe. I was surprised bribing at sub-registrar office is so taken for granted that everyone accounts for it as part of the registration charges! I felt so helpless that day :(
