Widespread Corruption - gives an appearance of tradition

There are some forms of corruption which are so widespread that they almost seem like tradition. In this court, there is a saying that "every brick and every stone wants your money". Clerks of all kind and in every department want some Khracha or Chai-Pani before doing any public work, for which they were recruited in the first place. It feels like they do not get any salary from government but only the bribe from public runs their household.
Some people whom I have given bribe continuously in last 10 years are as follows:
1. Peshkar (Court Clerk) - 15-25 rupees - takes 'Peshi' (acceptance) on every date
2. Registration Clerk - 50-100 rupees - takes money in addition to the official rate of fee for Pakka/Kachha Nakal (final/temproary copy) of a legal document
3. Law Library Clerk - 50-100 rupees - for lending legal books for photocopying to lawyers or common people
Everyone here says that this is the standard fee of the clerks and everyone has to give it in all departments. It makes me wonder whether the higher judiciary is aware of it? Is it legal and happening under the sanction of the judicial authority?
I was told that it happens in all district courts everywhere in India, for last 100 years.
