Wrong side driving

We were asked to pay a bribe instead of having our license confiscated for 3 months for a first time offence. However, there were no signs anywhere indicating one way traffic for an area under construction.
When we mentioned this the police officer on duty he said to give him 600 in lieu of having the license taken. This was the amount he could see in my wallet when i took out my license.
