Amateur radio bribe of 3000 demanded for licence

I gave my amateur radio licence at Mumbai in ********** 2008. A week later we (all those who gave the exam) were declared "failed" and to "pass" the exam, we had to ********** up at a place and "redo" the answers "correctly" with a fee of INR 300. Apparently, I had failed in Morse code 12 wpm (words per minute) but passed 5 wpm.

I refused to pay a bribe, and as a result I got a Grade 2 Licence. Grade I is the higher level I would have got had I cleared 12 wpm in Morse.

Then, as I refused to pay bribes, they kept my licence on hold from November to April 2009, when I had threatened to file a RTI with them.

I didn't pay a bribe and as a result I now have a lower grade licence. But at least I earned it.
