Asked for 25K bribe for property registration

I belong to Deoghar Jharkhand. I have purchased property in Deoghar and now its ready to move. I have not got my registration done. In fact I am unable to do registration as i m asked to pay INR 25k as bribe by registrar. I m said by registrar and the builder that its common practice and everyone get this done in same way. I am said that i will be unable to get my property registered until I get 25K amount as bribe to registrar. Its not that I cannot pay 25k. Its just that I wont pay. There has to be a first step towards change.
