A attempt by a famous college in chennai expecting a bribe to get my TC done.
Hi,
I am a alumni of College of Engineering (CEG) ********** University and currently working for a MNC. During the last few days of my college, I have applied for Transfer Certificate TC (Which is a very long process of getting signatures and submitting it and the college sends it to home),but have not received for it even a year. But since I have to furnish the TC details for a exam, I approached the college, regarding the status of my TC. They said I have not even applied for TC after checking a register. Shocked by hearing this, I did not know what to do. I asked them to verify again but they had just a manual entry register of the TC delivered. What about the status of the TC submitted ?. Not to waste any time more, I took a fresh form and went round the college to get the new TC application form signed and pay a late fee and finally submitted the TC to the one at the counter opposite to the Dean office of the Main building (CEG).
Now is the real part of conflict of interest. The next process ideally would be to type my TC and get it signed my the Dean (Hardly takes more than a hour). The lady at the counter who looked promising said she would get my TC ready within a day and asked me to come by evening to collect it. So DAY 1 morning (Got the TC application signed and submitted). DAY 1 evening (The promise by the lady to get it signed by the Dean).
I go to office and drop by the college in the evening. The lady said some excuse and I said I would come by Day 2 evening to collect it. Day 2 evening came and from my work I came to college to collect it. Still the lady said some excuse and it looked impossible for me to get the TC. SHE WAS CLEARLY EXPECTING A KICKBACK. This time the excuse was the that the Dean was not there, but I could clearly see the Dean is in the office. I dint say anything and asked the lady to get it done by at least Day 3 evening. Again Day 3 evening came and left my office early and came to college. Again the lady is not interested in moving my application. Now I thought was the time to fight against this menace, though whatever is going to happen. Now I asked the lady what was taking time and said her that I going to wait there for even 3 hours to get the TC and then only leave. I was waiting for 1 hour, no response on my application or request. Then approached the lady and said that I wanted to ********** the Dean. The lady accompanied with a man who pretty much looks new to the office was then said asked to see my application. I was watching what this man was doing. He had my application in hand and was chatting and doing nothing. I again pressed this man after 45 minutes that I would like to ********** the Dean. Then the application was typed in a hasty manner and after another pressing/insisting, it was send with the Dean file. They asked me to come the next day. I still pressed to even ********** the Dean and get his signature and finally at the very close of the office the lady with frustration directed the other guy to give the TC ( I was a very clear sign of the job done without a bribe transaction being made.
All said and done, I was on the thought of the expedition under went. Few days back the story is REPEATING for my friend who is the same state of affairs.
CAN THIS BE CHECKED ??? THE POOR STATE OF AFFAIR IS THAT this is happening the reputed college which is the responsible for many affiliate colleges under its control.
The Dean is not to blame who checks the papers and delivers his signature but the people who make the papers of great importance and bring it to him. The process should be checked and these illicit activities should be curbed.
I dint pay a bribe and I dint even have to pay it in the first place.
