BBMP Tax collection agent asking for Bribe to fill the Property Tax

Hi
i was trying to pay my first time property Tax in BBMP Varthur tax collection office.One person called Basheer charged me 50 rs for 5 RS form and explaining Kannada text.Once i asked about the tax for my property he calculated 43215 rs and asked to take DD for that amount and a hard cash of 1500 for him as bribe.i asked him why i need to pay him 1500.He started arguing and threatening. Now i am so scared to go there and pay my tax.please help.
