Be Shameless, Ask me for a Bribe

This happened in 2002 when I was just out of college and had applied for a passport. According to the rules the police has to come to my home and check with my neighbours and every one around whether i was geniuine or a terrorist. but the police department sent me a 15p postcard asking me to come to the police station for some signature along with two witness. The first time I went to the police station with two of my friends, the policeman explained the form process and also informed us that he had recieved the presidents medal for outstanding performance. we were impressed. he told us to come the next day after filling the forms. And then the ordeal started. the next day never came. it was always tomorrow & tomorrow 7 tomorrow. At that time I was doing my articleship and had a paltry Salary of 800 Rs only. Reluctantly I put 100 Rs in my pocket and told my self I will pay this bribe only if this Bl@@$# President Award winner Shamelessly asks for a Bribe. so I would go to the police station daily for the next 10 days from 6pm to 9pm. I would watch him daily take hundreds of rupees in bribes from various individual. but i was admant that i would pay only if he asks me. One day he told me that " I have not had food because he had to fill up my Form" gentle Indication !!!. One day he said that "this pen that I am writing with is for 100 Rs. this pen is used for filling up my form" more Gentle indications. but as usual i was admant. I kept visiting the police station and sit besides him for 10 days. finally he gave an ok on the form. when i told this story to my relatives and friends i was scolded upon by them. they said you should have simply paid up. what if he had given adverse finding on the passport verification form. it would have been more costly than the 100 Rs. i was holding on to. looking back to the incident now i dont think i could repeat the same thing now. Its High time that a change is brought about in the systems
