Bribe demand for registering a small piece of property

Hi,
I have not yet paid the bribe but the Sub-registrar of Magadi threatening to reject my property registration and will not register my property if the bribe of 25,000/- is not paid.

The value of the property is 6,20,000/- The name of the officer is Shivananje Gowda(as told by my land developer)

Should I pay him, shut my mouth and register the property or Should I Fight back?
