Bribe for Tenant verification

Yesterday when India was celebrating half victory over Corruption, A Ghaziabad policeman asked me for a Rs 500 bribe for Tenant Verification. (He was willing to simply stamp my application for that money no back ground checks to be done). Naturally terrorists strike us from the comfort of their rented homes in Indian cities.
