Cell phone at US Embassy

I am not sure if this can be referred to as a bribe but I thought I would share this experience. I am out of US Embasssy in Hyderabad and I wanted to call my dad and let them know that I am done with visa and ready for pick up. I didn't find a phone booth around.

A police man lend me his phone and was requesting me to give me some money out of my "happiness" of the situation(I got my visa).

What can you possibly do? US Embassy doesn't allow cell phones and the cops don't make your life easier...
