I am a recent college pass out and now a working women , I have only Saturdays left to visit RTO office or any other Govt. offices for that matter. 21-sep-2013 was my second visit to Yelahanka RTO office.

First Vist :
My first visit went in vain. I was there at RTO office around 11:00 AM. There are no guidelines displayed at RTO office for procedure to get licences.

This was my first visit, I didn't check online website for procedure and supported documents to be furnished ( so I was just like a normal poor public) . As soon as I entered the RTO around 11:00AM I looked around for information. There was no display for the guidelines, nothing at all, except some driving rules to be followed on road. I tried asking the police clad people around the office for information. They are ruthlessly rude and don't entertain such inquires ( as we are not through agents), there only job is to ask the inquiring person to leave the place and show sign boards that you are not suppose to be here. Isn't there job to guide us??? They shooed me away from the place. There is a note painted on wall saying that driving school agents principals can enter to meet officials. Does this mean that Public is not allowed to get information and they should get the LL/DL only through this agents ( bribes).

Some of people around directed me to nearby copier shops to get a file to keep my application form, Proof for my identity and Photos. This holder costed me some Rs. 20/-, 5 for application form ( which must be free), and rest for xerox and a file. This files is blank brown paper. But training agents would have the training agency names on it. Isn't the file keeping job an office job? Shouldn't my only job be furnishing the required documents? Or do they actually want to have a tally to LL/DL issued on the day end to, so and so training schools and agents and get commission / bribes at end of the day ???
Note : I had a blank file, unlike people from driving schools who had there custom driving school files with driving school names and other details.

In copier shop I was told to furnish one address proof and age proof. Still no clue about what are allowable proofs to be submitted? Seeing my documents the shopkeeper said it will do and gave the copies of it. Now already lost in commotion it was 11:30. Took some 10 minutes to fill the form and reached upstairs to figure out the counter to pay the fees. The Queue here was long and I saw many people in counter taking long time to pay, why not they were from training schools with more than 20 at a time. These training school agents have the whole weekdays to get it processed, can't they have a separate time to get it done. Should they cause inconvenience to public who choose honest way and fight out? This counter closed by 12. The person in the counter took only first two training school agents after this. So my day at RTO was done.

2nd visit at the RTO office:
This time I was there by 10:30 AM, since I was ready with all, I went to cash counter. Again the same training school agents in front of the queue with bulk payments. But this time I was accompanied with my father, who is senior gazette officer in Indian Accounts and Audit department. So he quickly understood the situation and fought against these agents and demanded the person at the counter, to accept only payment for one person even if they had come for bulk from training school. And others in long queue also joined and they had no choice, so we won. Finally I got the payment slip.

Next I landed up in another longer queue, which I din't know for what it was meant because no officials were not ready to tell. I saw these agents distributing the payment slips to there students who were already in the queue way ahead of me. Later I was told after about 20min by some gentle man to go inside, as there was separate queue for women inside.

People at the office are so rude they had no capability to manage a simple queue, no plan, no organisation. It was more like fish market. Bribe could get through in easily. For such a long queue there is only ONE person attending. Are the number of govt. employees so low, can't they afford for more ARTO for this job of verification or is the verification of documents so difficult to do, only few extra talented persons are required??

Finally it was my turn, to get in. ARTOs was Devraj (as far as my memory goes) . I expected at least a little mannerism from the position he holds. He quickly opened the file, I had Bank pass book as proof of address. I was just asked to leave saying it is not allowed by "Provision"? and harshly shouted at me second time to leave showing the acceptable proofs for address sticked at his desk. I quickly reciprocated is this documents displayed outside , is this displayed under other documents allowed by state in form?, instead of sticking at his desk for him, he could put outside the office too. He was speechless and asked me to get out. soon I called in him my father. But he continued to harass both of us and told that it was not his job to answer us. Isn't it his job to answer when we are in his office ?
He himself doesn't know what can be furnished as documents of proof. on seeing the list, I had no proofs of my address which was given in the list since we had shifted our home recently except the pass book, we asked him about affidavit signed by notary he said NO and shouted back cant you understand its not in this list ( That list looked like a self typed print-out and not officially published one) and called all his other sub-ordinates to shoo us of the office.
But after reaching home I checked the RTO guidelines which clearly say affidavit signed by notary can also be used to furnish the documents.
And I recalled my memory that the girl who was 2 people before me had an affidavit and she was from training school, who got through verification easily unlike me.
So 2nd visit also ended in vain.

Conclusion :
Below are simple things that they can follow, which upon me visiting twice could come up with
(Which Senior officials should have easily realised and implemented).

There is no written guideline on display in offices about procedure for applying for new / renewal of licences or Registration of vehicles to Public ( leaving apart people who come through training schools or agents of bribes). DISPLAY GUIDELINES AROUND THE OFFICE. BE TRANSPARENT. ONLY REASON TO HIDE THIS IS TO HARASS THE FRUSTRATED PUBLIC IN OFFICE FOR BRIBES. Otherwise make this document verification ONLINE like PAN, PASSPORT, offices and call people for test on appointments, we are not living in 80s still. This would save our valuable time and petrol on earth.
Train employees to behave properly, they are doing public services, not dictatorship. Suitable actions must be taken against corrupted and inefficient officials.
