Coterial function of entire Revenue department
I had applied in March 2010 for the correction of my father's name in computerised 7/12 and also mutation as he had expired. They took no action rather misplaced all the papers. No reply to my two reminders on 17.5.2012 and 26.11.2012 to Mamlatdar, Halvad. I submitted RTI application on 06.03.2013. I received call requesting copies of all the papers and fresh affidavit. I did the same and rectification and mutation was done on 21.03.2013. They made a mistake again when we filed release deed to release some names from the heir. Again with two RTIs, I got finally it recti8fied as Dy. collector took some interest to close the matter. Meantime, I had filed an RTI on 07.12.2015 seeking information from secretariat to give me copies of their instruction to Collectoor, Morvi for taking action on all the staff who delayed my original application of Mar 2010 for 3 years. They simply transfered this application to DM, Morvi and as there was no hearing by DM Morvi also I filed second appeal to Information Commission, Gandhinagar. I had received a process sheet under my previous RTI which clearly shows non movement of papers from any table before one month and total time taken in this circulation is 15.06.2012 to 15.10.2012. Even circle officer has been holding papers for more than a month and Talati holding it for 4 months. They simply wait citizens to move after them, bribe them at every stage and if we don't contact them, papers are unmoved even for months. It is apparent from the way secretariat is handling my request for punishing the culprits that they are also not interested to take any action for such delay/inaction by their staff which harasses citizens to make them to pay bribe. I am happy that I could fight one cause. But, I have a doubt whether seniors will take any action on the culprits who delayed my rightful request for years and deprived me of peaceful sleep at the age of 60+. If you want to take up with Sachivalaya, Gujarat, I shall send the papers as required by you. Kindly let me know or guide me if my action needs systemic correction/improvement.
