Did not pay bribe though my friend had to
Several of our friends at IIT Guwahati applied in advance (1 year) before our expected travel abroad. We had a long wait about 7 months after police verification (which is a story in itself) till we figured out that we personally had to go to the passport office, pick our forms from a room full of passport applications. Take it to the concerned people to get it signed. In our case (me with 2 other friends) one person asked for some fee. We asked what fee is needed. Then he said ok you three just pay 100 bucks in total. We said what fee was that? We are from IIT. He signed our paper finally may be in awe of IIT. Finally we got our passports.
But another friend of ours who had also applied well in time and did not know about this personally going to get the work done thing went to the office went to the office when he had 3 days left for a VISA appointment. The people there were harassing him that we don't have time rt now bla.. bla... and he said sir I have my VISA interview in three days then he askes bring all the details of your visa application which he obviously did not have at that time as he does not need it to get his passport. Then finally some peon told him, sir this way u will never get ur passport give me XXX rupees I will get it for you. My friend had to give that money.
Some people (i saw the debate on ndtv)would say that he got impatient and he paid for a favor. This is not the case. He applied well in time. He did not have to go to the office personally to get his passport out and when he went, instead of realizing the mistake and considering his urgency the office people exploited him.
What can we do in such a situation?
