For the regularization of the NOC of 2wheelers from other states

I approached to the ARTO Haridwar today for the submission of the NOC I have already received from other states to transfer my two wheeler in Uttarakhand where I am staying.I was told 5000/- bribe to be given other than all regular expenses for getting this work done which will cost mosre than my old bike hence I have decided to scrap the twowheelers rather than transfering it to Uttarakhand after getting the NOC from Haryana.
