I didn't...but the guy next to me did
I went for a Passport verification to the police station. There was a guy in front of me in the queue.
The procedure was straight forward, they asked for the proof documents, verified, did the data entry and said it was done. There was no bribe asked, but still this guy paid him a bribe of around 300 bucks. The official found the opportunity knocking, and asked for 200 more, and this guy paid that too.
Next was my turn. Again the same - documents, verification and data entry. It was done. I said thank you and walked out. He didn't ask me for a bribe!! My passport came through in two weeks.
So, what is it with us citizens? Why do we pay a bribe even when it was not asked for in the first place. Have we become so corrupt that without that we think nothing will be done? Unanswered questions...I guess will remain unanswered for a while at least until there is a complete upheaval of our system.
