May be I might end up paying a bribe
Hi,
Yesterday while returning from hospitals I was stopped by a Traffic Police constable. I forgot my license at home, I was in a hurry in the morning(Its no justification). I immediately asked him for a challan/receipt against which I would pay online or at the eseva centre.
I was informed there is no such mechanism only way out was paying cash on the spot and redirected to the traffic C.I. He said cash was the only way out and took my RC and Insurance documents for the vehicle. He gave me a receipt where cash was amount was not mentioned and left blank. And then I/we realized my pollution clearance certificate expired about 15 days ago. While giving me the receipt he mentioned explicitly to me that the cash amount has been left blank and told me that total each find would cost me Rs300. Has a exerted his magnanimity over me my leaving the amount portion in the receipt empty.
This means only one thing I can pay him something less than Rs300 and get away. When I looked at the receipt it indicated(I don't fully understand the process) that I can choose to pay at the court or at the eseva center or cash on the spot.
On thing is clear I don't want to pay cash on the spot.
Was the policeman right on his part to seize my documents and ask me to collect after paying cash inspite of my insistence of not doing so.
BTW I didnot tell the policeman that I did not want to pay cash. I told him that I did not have cash and I would pay against the challan online or at eseva.
What should I do?
Should I go to him and negotiate a lower fee and take my documents which sounds easy?
This occurred in the city of Hyderbad near Moosapet region.
