My builder has asked me to keep rupees 10K for bribe during registration

My builder has asked me to keep at least 10K separately for bribe when my flat will go for registration. They have clearly told us that we will not be able to avoid this payment as things might get badly delayed otherwise.

I have also consulted a lot of other people who has done the registration and they also say that it is a normal practice and without this the registration will be delayed and we will not get the occupancy certificate on time.

I really need help as I don't want to pay Bribe for something which is anyways a right for any citizen in a democratic country like India.
