Need not Pay Bribe if process followed properly

I had lost my Ration card in transit, when i recently shifted by residance. I Approached aan AGENT, who said he will get me the duplicate card at the cost of Rs.2500/-. The break up he have me is, Rs. 500 to 1000/- to pay Police for registering an case for the lost card. about 1000/- to the rationing authorities, the clark, the fornt desk person, the supervisor who validates the personal details of the card holder and all. and about Rs 400 to 500 for al the expenses he incures in the process.

Me and my wife decided to approach the authorities directly as we have all the ligitimate documents to place our request. The entire process was very cumbersome and i have to go to Police station to register the Ration Card loss report, take this report to ration office and go to Ration office thrice for documetn submittion and verifications. I got my duplicate ration card in 5 weeks. The cost i paid- Rs 12/- only and 20 min of three visits.
Through out the process no officer, either from Police or the Ration office asked me any thing more. In the end i was very happy for two reasons. (i) i did not paid bribe, (2) i saved all the money whih other wise i would have given to the Agent.

MORAL- IF we show inclination and determination to go thru the procedure, without opting for short cuts, the results are bound to be favourable.
