Non Traceable Certificate required

I visited the Vivek Nagar Police station when I lost my Wallet and its contents (No money, HDFC Credit and debit card and Original Driver's License). I lost the License somewhere en route from Domlur (Office) to Ejipura (Home). So I went to lodge a missing wallet report. They made me fill an online form for lost items and gave a signed print out copy of the same. Since it is a Driver's license issued in Chennai, Tamil Nadu I was worried if this document would be sufficient in obtaining a duplicate from my old RTO back in Chennai. I was assured this is the same document they approve of in any Indian state. When I tried to get a duplicate issued two months later (Owing to delayed office permissions for an extended break) Chennai RTO office (Mandaveli) rejected the submission asking a Non traceable certificate from the Karnataka police. When I returned the Police here are rejecting to give such as they are saying I should have lodged a Mini FIR at time of loss and now I need to pay a bribe which they are saying is up to my wish. They also suggested I register complaint in Chennai that I lost it there. What should be my next course of action?
