Not exactly a bribe

This happened yesterday when i was trvelling to Karimnagar from Hyderabad, there was one bus which was about to move, when i was about to board the bus, i was told that i have to take the ticket from the current bookings counter at that stop, i went there and asked the cost of the ticket.
The conversation went like this.
me: 1 ticket to Karminagar, what is the cost?
guy at the counter: rs.110 and only one seat available
me: Ok great, 1 ticket (and handed over 110 rupees tot hat guy)
guy: heres your ticket.
me: remaining one rupee, i have to get one rupee in return.
guy: no change.
me: you have the change in you desk rite?
guy: (with a serious face returned my 1 rupee)

i boarded the bus and spoke to few guys around me and to my surprise all of them faced the same thing "No Change". they let that one rupee and got into the bus, i was completely shocked, how can they leave away taht one rupee jsut like taht. For us it may just be a single ONE RuPEE, but for the guy who is distributing the tickets it will be grand 720 RUPEES (as it is a 36 seater bus and minimum of 20 buses start everyday from there).
I complained teh same to the station manager and he responded positively but i am not sure if there will be any proper action against him.
so guys, don leave even a single rupee. Give it only to the deserved ones.
