The Police officer is sending his junior for individuals' Passport identification, in case of not giving the bribe, they are making nuisance. I do not understand this is still happening in India, all the gundas and ganwars are dominating the services in third grade states like U.P, Where there is nothing called logical and literatacy. What could be the future of India if these kind of behaviors are not treated with strict punishments.
