Purposefully not completing verification process for issuing land and expecting money

This is exactly same issue as already reported by someone else with same Revenue Inspector.
I have purchased an agriculture land for which online request raised for mutation of land. As asked I have produced original registration document and handed over a Xerox copy of the same. As per procedure he suppose to verify the document and process the mutation for patta. But making me run to behind the saler to get the signature on a form, his voter id card, get signature of 10 person from that village. Normally it's his duty toe verify the document but he purposefully delaying it and making me to run. He is saying otherwise how much you can pay to do this. I have got signature of 10 person, got voter id of saler still she is not forwarding the document and holding with her for last 4 months.
