Sleight of hand
When trying to convert my learning license into a permanent one at the Pune RTO a few weeks back, I ended up being asked to pay Rs. 900... for a license that should cost Rs. 300! To make matters worse, the official and agent (he was just there - I didn't hire him) who were trying to get me to pay actually substituted my filled-up English-language form with a blank Marathi-language one, making it impossible for me to even********** my documents without their help!
I left in disgust without paying them a paisa, but I still don't have my permanent license...
