Speed Post: Misbehaviour of Postman - Postal Community issue

I would like to express my bad experience on getting my Passport send through Speed Post from the Regional Passport Office.
I got it delivered but wanted to give you a feedback.

Summary:
The area post man behaved badly. My observation was he was smart enough to do the job, but he is misusing it for taking money.

My Observation in this are follows:
Plus Points: The Post man is very much smart enough to handle his duty. He is acting that he is very official and strict.
Minus Point: His acting of having official or strict is for showing others that he is doing something in favor on top of his duty. He is using it for demanding money.
He very well know how to behave in good manner. Very Much. But he do not do, I do not know the reason.
Correction Point: We have to educate and console these people that they should be getting the payment officially what they need and they should not misbehave to the customers.

I do not think that this is an isolated incident but a very common in our community.

Details of the Incident:
on One Friday I got an SMS on my mobile from Passport Service, saying that my passport is dispatched with the Speed post Tracking number.

I reached to the relevant Speed Post Centre on next day morning and enquired about my postal delivery (Passport).

The Postal employees told and even showed me the post with my address (Passport) and they were ready to give me the post but they wanted ID proof and Address Proof.
Also they told me to ********** the area post man of my address to get the post.
But I could not ********** him as I could not find him that time in the office, but other people told he was around and will come in sometime.
But I did not wait and since I had only ID proof I went back home to take the Address proof and again came back to the Post office.

Then the postal employees told me to ********** the area post man. When I met the area post man, he told he is busy and cannot deliver the post now in urgent basis but he will deliver on door as per address in the post.
I had showed him the address proof (Telephone Bill) and ID proof and he verified but told that he will deliver at door.
He even abused me in Kannada language saying that I do not know Kannada is not fair.
I told him Thank you and left the post office.

After sometime before noon he came to my house and asked who is the person with the name in the address.
Even though he had seen me at Post Office, he was not showing any familiarity and demanding ID proof and Address Proof.
I gave him the ID proof and Address Proof and he verified and handed over me the Post (Passport).

Immediately he was telling me "thirty rupees"
I asked him "what?"
He told "thirty rupees"
I asked "why"
He told in Kannada : "Normally for Passport it is thirty rupees"
I thought in my mind:
"Normally everywhere there is a practice of tips giving to people of doing some favor. That is why he is asking.
But, in his case even I went to Post Office twice he denied to deliver me the Post saying he was busy.
There is no favor he has done to me. And it is his duty to deliver the Post.
We all are having duties and we do it. What is the favor we do in that?"
I told him: "I came there in Post office and asked you the post but you did not give me"
He told: "If you like then you give me something you like"
I told: " Is it a bribe you are asking for"
He then left immediately....

I asked some other people about this and they were telling that these post men demands money for most of the things like money order, registered letter etc.
