Tehsil Office
It was in the year 1999, I was applying for different competetive examinations for that i need my OBC certificate to apply in the ONC quota. District is Bargarh but my Tehsil is Bhatli. Distance between Bargarh & Bhatli is 19km. Inorder to save money i was travelling by bicycle otherwise it could have cost me Rs 20 only for journey-return. I have been told that since we haven't paid "Malgujari" ( crop-land duties) for many years i need to pay it in RI office of my villege Kamgaon. My villege is just 8 km from Tehsil. It's a triangle journey, Bargarh-Bhatli-Kamgaon. My uncle was croping the land & havent' paid the Duties. I went to RI office, inform me that i need to pay 11 years pending duties of Rs 200 can do the job meant for his pocket. I paid the 11years duties. OBC Certificate document need to accompanied by duties Payment documents & officially sent to Tehsil. That took more than a week. Finally I went to Tehsil office. The clerk ask me to pay Rs 250 for express service. I denied. Caste certificate being issued there twice a week, wed & Fri. 6 times i went there that is through bicycle, finally lodge a complaint to Tehsildar (OAS)State Administration Officer. He just insist me to tackle the matter with the concerned clerk & if he is demanding than what is wrong in that!!. Sad to say but i told him that i can expect this from you as you are belongs to SC/ST Caste. These categories people never move up in their life irrespective of position they hold in the society. Finally i argue with him loudly, everyone comes in my support, Tehsildar was forced to order the concerned clerk to sit outside the office for the rest of the day for his demand of bribe. I have my OBC Certificate. It could have cost me just Rs250 & a single day, as i denied to pay 3 weeks has been lost.
