ARTOs & Staff of Varanasi, Chandauli and Mirzapur are forcibly extorting huge amount over and above the fine of Truck challans
In fact it is miserable that in ********** Pardesh, corruption of ARTOs of Motor Vehicles Department in Chandauli, Varanasi, Mirzapur and other vairious stations is very common and they extort the bribe from Truck Drivers and Truck Owners in connivance with their Assistants and agents. The Assistants/concerned staff took the bribe money in advance from the trruckers alongwith the fine amount under pressure and harrassment and forward the file/challan for the signature of the ARTO only after receiving the amount demanded by them. The receipt is issued for small amount according to the offence as prescribed without any concession but forcibly taken ten tousand to fifteen thousand and more over and above the fine amount which may range between four thousand to eight thousand as per offence mentioned in the challan by the ARTo . The ARTOs often add some false offeces with a malafide attention to extort huge fine and forcible huge bribe. They often seize the trucks in the Police Stations forcibly by taking in posession the documents bag from the drivers which contains, valid REGISTRATION CERTIFICATE, PERMIT, INSURANCE, FITNESS AND DRIVING LICENCE. According to Motor vehicles Act and rules, they cannot seize a vehicle if the above documents are found with the driver. But willfully with malafide attention to fulfil their ulterior motive, they seize the Trucks instead of impounding driving licence or any other documents of the vehicle. To make harrassment, they unlawfully challenge the fitness of Trucks which valid through out India for one year from the date of issue of the appropriate (Registering) authority. This unlawful corrupt practice is going on fearlessly and the truckers ar becoming their victims unwillingly under their pressure. These scenes can be seen in their offices almost everyday. They are delibrately charging Rs. 1000/- to Rs. 1500/- as Office Expenses of Staff and huge bribe amount for the ARTOs and after receipt of their desired money they issue the Fine Receipt and Release Order of the Truck. When the driver approached the Police station with the Relase Order they further charge Rs.1000/- to 1500/- as bribe for rleasing the vehicle. Can the Chief Vigilance Officer of Motor Vehicles Deptt. of ********** Pradesh and Anti Corrupttion Organisation Deptt. of ********** Pradesh and Chief Minister Mr. ********** ********** will curb this mal practice?
