Dear Sir
I have a elder sister who is approx 48 years old and is mentally challenged. She stays with me but do not have any identity proof neither birth certificate. All that I have is a certificate with a photo issued by a gazetted officer in a central government letter head, mentioning he knows my sister name for past few years , the address and approx age.
Can you please let me know how she can get a Adhar Card.
