Every citizen has got right to get a legal legal heir certificate if require from the concerned Tahasil Office, but the govt. of Odisha vide its circular has restricted to issue Legal Heir certificate to the needed people except the govt employee, which affect tje constititional right of public in general. Can a P.I.L. be maintainable on this issue before the High Court. If so what are the require formalities for the same ?
