It is obvious they are delaying the process as much as possible to extract some bribe out of you. You could do the following:
Once again go to the department and this time be firm and confident in dealing with the officer. Enquire about the status of your application. If he insists for a bribe or continues to be adamant, tell him you will take the matter to the senior official. If he still continues to delay the process, make a written complaint to the superior.
There have been times when people have waited and not taken any action as the officer was demanding the bribe. In such cases, they have recived the passport without having to pay a bribe, but delayed.
Thirdly, if you have the time, you could file and RTI application to enquire the status of your application.
Please avoid paying bribes at any cost. Paying a bribe is the easiest option to get your work done fast. But it is high time we get rid of this habit which perpetrates corruption. No amount of rallies and shouting anti-corruption alogans on the road will reduce corruption unless we make the effort to stop paying bribes
