Hello Sir

I have a query regarding an agreement of property .I am planning to purchase a land in pune cost 350000 for 10000 Sq ft .it is a registered company (builder) providing the land .possession will be after 5 years as he says it is a proposed N.A land but i have to pay total money in advance.he will do an agreement with me stating he is bound to pay me the amount with 6% simple interest in case of failing of providing the land.
my question is: is it safe to purchase a land with this agreement?
what should be the stamp duty of agreement 500 or more than that ?
is this right he cannot register the land on my name before NA?
