Regarding the transfer of the electricity meter to your name, please go through the FAQs on our website where we have explained how you can apply for such transfer. There is no necessity for your to either engage an agent (usually an electrical contractor) or pay a bribe. You will have to provide the following documents along with the application form:



Your possession details



A consent letter from the previous owner for transferring the installation and also the deposits held in his name to the transferee (new owner).



An indemnity bond executed by you protecting the BESCOM against any dispute that might arise out of such transfer.



The BESCOM transfer fee is Rs. 100. 



BESCOM will also give you a fresh power supply agreement, in which they will agree to supply power to you.

Regarding the transfer of the BWSSB meter to your name, I am unaware about the need for an affidavit. The website of the BWSSB is a disaster, it also does not provide any information regarding this matter. It is best that you write to the BWSSB PRO regarding the requirement for an affidavit and then use it. Seek this information in writing as that way, you have a record of what has transpired between the BWSSB and you. Please also contact their hotline, which is at 2238888. Maybe you will get some assistance that way.
